【新唐人2013年09月16日讯】9月12号,中共当局举办了为期两天的第六届〝北京人权论坛〞。活动人士批评,中共当局有意混淆人权概念,避开大陆人权实质问题不谈,左右言顾其他,实则是在转移国际社会对大陆人权现状的关注,推卸自身责任。
据大陆官媒报导,参加这次〝北京人权论坛〞的中共官员在会议上反覆强调,中国创造性的将人权事业与中国国情相结合,走出了一条符合中国的人权发展道路,诞生了所谓的〝中国特色人权〞。那么究竟中国公民享受到了哪些〝特色人权〞呢?
据中共国务院新闻办公室主任蔡名照的解释,在经济建设方面,居民的收入增加,保障了公民的〝经济权〞;在文化建设方面,使用电话和能上网的人多了起来,证明公民的〝享受文化成果权〞和〝开展文化创造权〞都得到了前所未有的提高;生态文明建设方面,当局将PM2.5纳入了空气质量检测指标,切实保障了公民〝环境权〞……面对突然冒出的诸多〝人权〞,网民们调侃,从未听说过这么有〝特色〞的人权,也从没见过这么牵强的理由。
大陆人权律师江天勇:〝经过它一解读之后,你看那网路上很多人也调侃说,其实就是'猪权'嘛!能吃饱了,风吹不着,雨淋不着就行了,就是这种。而且它说的所谓的'健康保障权',哪有啊?都是它自己吹嘘自己嘛! 它实际上要自己弄一套这种语言体系,回避国际社会通行的这种人权标准。〞
此外,当局还强调,在政治建设方面,中共制定了上万部法律、法规,证明中国人权实现了法治化。遭到了法律界的哄笑。
江天勇:〝实际他们在肆意的践踏法律,包括现在特别明显的,我们看到'两高',只要为了抓人,只要它上面的权力想做什么,那么它可以随意的曲解法律,它的法律实际上就是一个工具,当公民需要法律来保障自己权力的时候,这些法律没有太大的作用,但是当它需要按照这些法律来打击公民的时候,这些法律这个时候才能起作用。〞
在五花八门的〝中国特色人权〞中,唯一一个老百姓有所了解的权利就是公民的〝选举权〞与〝被选举权〞。蔡名照声称,在政治建设方面,大陆98%以上村委会都实行了直接选举,村民参选率高达95%,对此,大陆民间选举专家姚立法提出了不同看法。
大陆民间选举专家姚立法:〝参选率水分很大,比如说外出务工的农民有1.6亿人,这些人他们没有直接参加选举,实际上绝大多数人,根据我的调查,他们的选举权要么是放弃、要么是被他人代用。中国95%上村委会的选举都是不合法的。'选举权'要实现,个人的意志要表达,都非常困难,但是'被选举权'要实现,难度更大。〞
人权活动人士在网路上发表观点认为,中共当局用经济、文化等与人权没有必然联系的话题混淆人权的概念和内涵,根本目的在于分散国际社会注意力,回避大陆恶劣的人权现状。
人权律师江天勇指出,当局发明了一大堆所谓〝特色人权〞,就是没有提及人类应该拥有的最基本人权——信仰和言论自由权,因为这恰恰是中国公民不敢奢望而无法拥有的。

Do You Have Human Rights With "Chinese Characteristics"?
On Sept. 12, the Chinese Communist Party (CCP) hosted
the 6th "Beijing Human Rights Forum" that lasts for two days.
Activists criticized the CCP for intending to
confuse the public over the concepts of human rights.
They avoided the essential issues of human rights in the
Mainland by distracting the international attention away from China's human rights situation, shirking its responsibility.
According to China's state media, that CCP officials
repeated during the forum, China created "human rights with Chinese characteristics".
It combined human rights together with the
national condition.
What "special human rights"
do Chinese citizens benefit from?
Cai Mingzhao, director of the State Council Press Office
gave the following reasons for the combination:
Residents' income increases, ensuring "economic rights".
More and more people use the phone and internet, which
shows the "right to enjoy culture achievement"
and "right to carry out culture creation"
is an unprecedented improvement.
The CCP included PM2.5 in the air quality testing,
which ensures citizens' "environment rights".
Netizens are talking about those "human rights"
coming from nowhere.
They comment that they've never heard of such human
rights with "specialty" and such fetched interpretation.
Mainland human rights lawyer Jiang Tianyong: "After the
interpretation, you see people commenting online.
They say they are just 'pig rights'!
It's alright as long as one
can be fed and have a shelter.
They also mentioned so called
'health protection rights'.
Where is that from?
They are boasting themselves!
It (CCP) creates a language system to avoid the universal
human rights standard in the international world."
The CCP also emphasizes that they made tens of
thousands of laws and rules.
All of which apparently proves that China achieved
legalization of human rights.
The legal community bursts into laughter.
Jiang Tianyong: "They are actually trampling on the law.
It's so obvious that the supreme court and supreme
procuratorator can arbitrarily misinterpret the law if high level power wants to arrest someone.
The law is a tool that's useless when citizens need it to
protect their rights but useful when (the CCP) needs it against them."
Among variations of "human rights with Chinese
characteristic", the only right that people know is "right to elect and be elected".
Cai Mingzhao remarks that over 98% of village committee
implement direct election, and 95% of villagers vote.
Mainland civil electoral expert, Yao Lifa, has different views.
Yao Lifa: "There are lots of loopholes in vote rate.
For instance, there are 160 million migrant farmers
who don't directly vote.
According to my research, most of them either abstain or
vote through others.
Over 95% of village committee elections in China are illegal.
It's very hard to achieve 'right to elect' and express personal
will.It's even harder to achieve 'right to be elected'."
Rights activists commented online saying the CCP uses
things irrelevant to human rights.
Such as the economy and culture to confuse
the concept of human rights.
Its purpose is to distract international focus, and to avoid
discussing the bad human rights situation in the mainland.
Rights lawyer Jiang Tianyong pointed out that the CCP
created a lot of so called "human rights with specialty".
It didn't mention the most basic human rights:
rights of religious freedom and speech freedom.
This is what Chinese citizens don't have.
