【新唐人2013年09月14日讯】日前,大陆清华大学的一位女教授杨燕绥,在接受大陆媒体采访时建议,大陆民众在退休后,还没有领取养老金的15年内,男的可以去养老院做园林义工,女的可以给老人洗衣服。这番言论引发中国各界的强烈不满和热议。为什么这位清华教授,敢于发表这些惊人见解呢?我们一起来听听专家分析。

据大陆媒体报导,清华大学8月中旬公布了一份养老金顶层设计方案,其中延迟领取养老金年龄的建议,备受各方质疑。

该方案主要起草人、清华大学公共管理学院教授杨燕绥,日前在上海电视台节目中回应质疑说,〝65岁领取养老金,因为发达国家都是这样。〞

记者:〝如果一个人50岁退休的话,65岁才领到养老金,这15年当中是怎样过渡的?〞

杨燕绥:〝50到65岁的男性去做一些老年养老院的园林义工,树啊草啊,50岁到65岁的女性去陪老人做做饭,洗洗衣服做点编织,多好。〞

杨燕绥的这番话在舆论界掀起了轩然大波。

北京网友王先生:〝这个教授肯定是个有钱人,她不会遇到这样的情况。她属于利益集团,它(中共)收买的也好,(或)本身就是利益集团的一个成员,才能放出这样的话来。〞

时事评论员任百鸣表示,这位清华大学教授出的主意,属于馊主意。她只不过是当局的一个发声筒而已,真正的策划者是中共。

时事评论员任百鸣:〝那只是借她的嘴而已。其实中共在后面早已预谋多时。它把这些钱,各个方面的钱,全部投入到无底黑洞当中,甚至是一屁股烂帐、坏帐,最后没办法偿还的时候,反过来把这笔帐强加给老百姓头上,让老百姓买单。这样的手法也是中共长期用的。〞

这则新闻在新浪视频的微博上,不到2天时间,已经有超过7万人次转发和8万人次的评论,大多都是一边倒的痛骂这位杨教授和她的建议。

有网友(Dosprung)质问:什么是幼有所养,老有所依?孟子的〝使民养生丧死无憾〞,这位教授不知道吗?中国现状是百姓住不起房、看不起病、拿不到退休金。教授恐怕只看《新闻联播》吧 。

北京网友王先生:〝要是按照最高法和最高检的规定,我认为给她定个破坏社会公共秩序罪。让老百姓引起恐发、引起愤怒,这不就是扰乱国家公共秩序嘛!而且转发绝对超过500条,5000千条也不止了。〞

2012年年中,一份研究报告显示,到2013年中国养老金的缺口将达到18.3万亿元。

中共社保基金理事会党组书记戴相龙在今年4月初,参加博鳌论坛时也承认,养老金确有缺口,并建议可以通过延长退休等方式弥补。

据《经济观察报》日前报导说,中国的养老顶层设计已成型,延迟退休基本确定。这一消息再次激起民间强烈反弹和批评。

对比中国的养老金制度,任百鸣表示,在美国,养老制度相当完善,养老金的领取,是得到法律保证的。

任百鸣:〝你比如说在美国,一些固定的房产、资产,一旦摊上什么官司,法院如果判决这些财产作为一种抵押的话,你等于失去了保障了。但是法律当中有一条,是凡涉及到任何养老金的资产,不管你遇到多大的麻烦,那部份钱是绝对不允许动的。〞

而据《财经网》报导,9月12号,杨燕绥在接受媒体采访时,仍表示自己此前的说法没有错。她还说,叫50、60岁的人去照顾70、80岁的人,这是社会转型的一个必然的结果。

有网友看后表示很无奈:〝这哪是教授啊,这简直是灭绝师太。〞

Tsinghu Professor Suggests Retired People
Voluntary Work Before They Get Pension

During a recent interview with Mainland Chinese media,
professor Yang Yansui of Tsinghua University said the retired
in China who are within the 15 year gap before reaching
pensionable age can volunteer at nursing homes to pass time.
Yang's words triggered public criticism and fiery debate.
Why did this Tsinghua professor express this shocking view?
Let's take a look.

Media in Mainland China reported that Tsinghua University
had drafted a proposal for a new pension scheme in August.
The scheme also spoke of raising the pensionable age.

The suggestion has been questioned by the public.

Professor Yang Yansui is one of the main drafters.
When she recently appeared in a Shanghai television program
she said,"In developed counties, the pensionable age is 65."

Reporter,"If one retires at age 50, but can only get pension
at the age of 65, how can one support oneself for 15 years?"

Yang Yansui: "Males between 50-65 years old can volunteer
to do landscaping in nursing homes, to cut trees or grass etc.
Females between 50-65 years old can help elders to cook,
washing clothes or knitting, how nice!"

Yang's words provoked something of a public outcry.

Beijing netizen Mr. Wang: "This professor certainly has money,
she won't face a hard life like others.
She belongs to an interest group, whether bribed by the Chinese
Communist Party (CCP) or not, she herself is a member of an
interest group. Only thus could one say such words."

Ren Baiming, current affairs commentator, says
this Tsinghua professor's idea is nonsense, and that she's just
being used by the CCP, while the real mastermind is the CCP.

Ren Baiming: "It's just the Party using her mouth.
Actually the CCP has long been behind
the new pension scheme plans.

This money, including money from all sources
was put into bottomless hole.
It resulted in messed up accounts and bad debts;
there is no way to pay the money back.
So the burden was forcibly put on the shoulders of the people,
leaving them to pay the bill.
This has long been a practice of the CCP."

When interview video was uploaded on Sina Weibo,
within two days, it was reposted by more than 70,000 people.
It received 80,000 comments,
the majority of which condemned Yang and her suggestion.

Netizen "Dosprung" said: "Isn't there a saying,
'youth are to be raised well, and elders to be taken care of'?
Mencius said 'the people will nourish the living and
mourn the dead without regrets.'
Doesn't this professor know?

In China's current situation, people can't afford a home,
have no money to cure their illnesses,
and can't get their pension.

I am afraid that this professor only watches the news on
China Central TV."

Beijing netizen Mr. Wang: "If you go by the regulations of
the Supreme Court and the Highest Procuratorate, I say
she should be charged with 'damaging social and public order'.
She aroused people's panic and anger,
is this not disturbing public order?!
Furthermore, the news was definitely reposted over 500 times,
even more than 5,000."

A report from 2012 shows that the deficit of China's pension
funds would reach 18.3 trillion yuan ($2.9 trillion) in 2013.

Dai Xianglong, party secretary of the National Council for
Social Security Fund, admitted in April at the Boao Forum.
Dai claimed that there are loopholes in pension funds,
it can be offset by extending the retirement age.

The Economic Observer reported that the pension scheme's
top-level design has been formed,
and retirement age is basically confirmed.

This news again stirred up strong reactions and criticism.

Ren Baiming says that compared with China's pension system,
the U.S. has a sound pension system, which protected by law.

Ren Baiming: "For example, in the US, regarding fixed assets
and funds, if you face a lawsuit and the court decides to take
it as mortgage, it means you lose it.

However, any funds related to pension,
no matter how much trouble you were in,
that money is absolutely not allowed to be touched."

According to caijing.com, when Yang Yansui was interviewed
by media on Sept. 12, she insisted that her view was not wrong.
She added that having 50-60 year-old people look after 70-80
year olds would result from an inevitable social transformation.

Some netizens say the professor is hopeless, saying:
"What kind of professor is she. She is master of extinction."
